Here we see the reversal of Babel, where God reconciles people of many cultures to himself through himself by using his power to have all sorts of people be able to communicate unhindered. Obviously, this is not a full permanent reversal, but even this temporary reversal or exception shows both how much God is in control, and how he wants to reconcile us to him and each other.
